Digital Governance and Efficiency in Public Services: Empirical Evidence from a District Municipality in Peru

The objective of this research was to determine the impact of digital governance on the efficiency of public services in the District Municipality of Colán, Piura, during the year 2025.
A quantitative, applied approach was used, with a non-experimental, cross-sectional design and a correlational-causal scope. The sample consisted of 416 participants, including 52 public officials and 364 citizens. Two Likert-type questionnaires were used, whose validity was established by expert judgment and whose reliability was demonstrated by a Cronbach's alpha greater than .87. Data analysis included descriptive statistics, Spearman's Rho test, and an ordinal logistic regression model.
The findings showed a positive, strong, and statistically significant impact of Digital Governance on the Efficiency of Public Services (Rho = .748, p < .001; OR = 1.062). The diagnosis revealed that the municipality is in a stage of digital transition, with critical weaknesses in the dimensions of Digital Citizen Participation and Digital Capabilities. Likewise, the most deficient dimension of efficiency was Response Time.
It is concluded that Digital Governance is a determining factor in the perceived efficiency of municipal services. Its effective implementation transcends mere technological investment, requiring a comprehensive approach that strengthens staff capacities and fosters the creation of robust channels for citizen participation to consolidate a modern, citizen-centered model of public management.
